KEOUGH : INCORPORATED WOODLANDS TO “CRATER”

Representative Mark Keough told House Committee the Woodlands would “Crater” in answer to “why does The Woodlands not want to be a Home Rule City?”

 Keough’s HB 4149 grants special district more powers

I think those of us who see the need for The Woodlands Township to become a Home Rule City rather than remain a special purpose district want to know that elected officials will represent their will and desire to control their own destiny.

In the 84th legislative session, freshman Rep. Mark Keough introduced a bill to grant more power to that special purpose district know as The Woodlands Township. Keough was backed up by Lobbyist Rob Eissler, Attorney Howard Cohen and Township operative Miles McKinney.  When pitching the HB 4149 to the House County Affairs Committee Keough was asked a great question by one of the committee members.  A question perhaps all of us are asking

” My question is that, why does The Woodlands not want to be a home rule city? if your a home rule city you can do just about all of this on your own, as opposed to having to come to the legislature and ask for permission to do it, cause you’re certainly big enough?”

A. Rep Mark Keough

In part, “I’m not sure but I know, it would crater.”

Dr Spitzer followed up, “Cure my ignorance just a little bit, what exactly is a Township and City and a Municipality and how that affects this bill?”

When asked to explain what is a  Township ( meaning a civil township ) Keough explains a Survey Township instead.
