Letter to the Editor:   A propaganda technique ~ ~ is an improper appeal to emotion used for the purpose of swaying the opinions of an audience. Our Montgomery County Commissioners, in their mode of never-ending collusion, have obviously adopted a classic propaganda tool to alibi their way out of a November 2015 bond issue…
