After County Citizen posted MCHD salaries last Wed 16th released in response to open records request we received several tips form readers that the numbers were misleading because they did not include significant overtime hours (OT ) and stipends for various salaried as well as hourly employees.

Review of an addition salary data provided by an anonymous source does reveal salary facts that suggest an overly generous management policy or even poor schedule management practices.

In one example a Salaried administrative manager receives $131,843.00 but also claimed $4382.36 in overtime pay. CEO Randy Johnson attributed the overtime to his policy of not paying overtime to salaried persons for their regular job but allowing OT pay if the person works in a function other than their full time position.

In two other cases of hourly workers we were able to cite as examples  to board member Mark Cole revealed so many overtime hours that when considered in 8 hour shift equivalents mean that one worker was on duty in a single year for 423 shifts and another 415 shifts. If recalculated as 12 hour shifts that some routinely work; the overtime hours still push MCHD operating cost higher than necessary due to poor scheduling practices or extraordinarily high turnover owing to poor employee relations as some have suggested.  Also, considering that the data focuses on  hours worked by shift commanders and other key field personnel in just seven months of 2015, the question of whether they are spread too thin must be considered.

The two cases are by no means unique as data reveals many well paid salaried position receiving overtime and generous stipends to boot.

Mr. Cole was not willing to make comment on the record until he has time to review  the data.

  1. What do the board members think of this? Are they okay with salaried employees drawing overtime even if the CEO approves it? If it isn’t illegal, it is unethical.
