Friendswood Development Company sent Michael Johnson, Senior Acquisitions Manager with “due diligence responsibilities” to present company plans and seek approval for new MC MUD #148 from Conroe City Council. On both occasions, first in Feb 2015 and more recently October 7, 2015 the request was passed unanimously and without discussion.

Friendswood’s track record was praised by Council and McMud formation recommended by staff . Freindswood is a proud serial McMud developer with two MUDs, MC MUD #92 and MC MUD #107 already underway within city limits, and now because of SB 2056, the final step. MC MUD #148 is expected to be voted into existence at the November 3rd election or perhaps as early as October 19th if the eager residents of MC MUD #148 cant wait any longer to perform their sacred duty.

If voting was necessary for final approval of MUD 148 and its developer picked directors it never came up in discussion from council or Micheal Johnson,  who overlooked the bond approval for $500 Million Dollars they were seeking or the $3.10 per hundred valuation to run the MUD. As Mayor noted in one video, Mr. Johnson was anxious to get back to Houston.

Never mind that politics in Montgomery County has been on fire over a hotly contentious $280-350 Million Dollar road bond, it seems like kids stuff against $500 Million for tiny 82 acre McMud #148 which is seeking $200 Million for Roads, $268 Million for Water and Sewer and $32 Million for Parks and Recreation!  All washed down with a massive $3.10 tax rate.  All inside city limits where 33700 acre City of Conroe owes a modest $127 Million in bonds.

One wonders why council members were not alert and inquisitive, “where will you spend $200 MM on roads in our city?”

Or another question, What do the voters think of this? Michael Johnson never came close to mentioning voters, only stating that the 82 acres will hold 300 homes.  So there are your voters.  Well eventually, but not yet.

As far as one can tell by watching council video, McMud 148 is vacant land. A drive out to Southern Oaks Dr, north of s. 336 and east of Porter road led to a new track cut into the woods between to long established homes.   Down that track lies a neat and tidy mobile home.

To find voters we contacted Montgomery County Elections Central for a list.  They came back with two voters, the Spiechers, effective August 12, 2015.

Mr. Spiecher has lived at various addresses around the county, Dogwood Ln, Longmire, Albert Miller and now Southern Oaks Drive. So far so good.

We hold Mr. Spiecher is entitled to live freely wherever his heart desires. Yet according to county election voter history, neither of the Spiechers have ever voted in an election in Montgomery County. But now they are in a position to approve or deny $500 Million in debt for the future residents of McMud 148.

But then one thing looked odd.  Only going by  elections records, from August 1, 2013 Longmire Road, to July 24, 2014 Albert Miller Ln and now August 07, 2015 Mr. Spiecher held a mailing address in Harris County. 20615 Marilyn Lane, Spring TX to be exact.    That happens to be the address of Jaylerton Properties LLC,  Stingray Services Inc and Stingray Elections LLC. They are in the Mobile Home business among other things.

Curious, we contacted City of Conroe building department. They had just permitted a mobile home on Southern Oaks Drive in the name of Clark Packer, 20615 Marilyn Lane, Spring TX 77388  The permit actually listed under the heading DESCRIPTION OF WORK _ Temporary Voter Trailer Mud 148

Thanks to persistent research by Yvonne Larsen of Big Jolly Politics fame we found the solution to  Friendswoods voter problems on the Stingray Services website.  stingrayservices.com is a small website but it has an important message in the “ABOUT US” section –

Now that is the kind of service home builders, property developers, Muds, ESDs, RUDs, WCIDs and any special districts can only dream of in lesser States but here in Texas we have “RENT A VOTER” service, Turnkey. What a deal. Its brilliant!  Hey if your going to do that why not get them to vote in $5 Billion in bonds don’t be a slacker.

Actually, stingray services was covered way back in 2012 by the Austin American Statesman. In that story they revealed Stingray recruits its voters using cragslist.

Here is the big problem for simple taxpayers and voters like you and me. Certain people who gravitate to power get there by being glorified messenger boys for special interests like the developers “etc” listed by Stingray Services.  They busy themselves crushing innocent bystanders while ignoring the real corruption around them. In a 2012 case one of these power mongers, a fellow Texan put a man in jail for inducing family members to move to addresses long owned by that family to vote for him in a tight election.  Meanwhile Stingray Elections LLC has neatly and brilliantly packaged the same actions as a service to the evident pleasure of the impatient greedy spenders of other peoples money.

We may well have blind leaders, who strain at gnats and swallow camels.

But what are you Montgomery County Citizen, going to do about it?
